Editorial

Dear Members and Friends of the Liaison Group,

We are navigating an era of profound geopolitical uncertainty — yet it is also a time marked by Europe’s renewed commitment to its core values. In this context, the active involvement of organised civil society is not simply a democratic ideal; it is a strategic necessity. As President of the European Economic and Social Committee, I have placed this conviction at the heart of our work.

Throughout the month of April, I have continued my work to ensure that the voice of civil society is not only heard but decisively shapes policy at every level — from EU enlargement and global partnerships to the green and digital transitions, social inclusion, gender equality, care and integration policies, and the fight against discrimination and misinformation.

On 4 April, the first meeting of the EU–Albania Civil Society Joint Consultative Committee in Tirana marked a new chapter in our engagement in the Western Balkans. This dialogue is more than a formality; it is a powerful vehicle for anchoring democratic values, social dialogue and civil dialogue in the EU accession process, where it matters most: on the ground, with citizens, CSOs, workers, employers, and social partners.

Our international engagement also extended beyond the continent. In a trilateral meeting with Commissioner Jozef Síkela and the leadership of the African Union’s ECOSOCC, we explored how to strengthen EU–Africa civil society relations.

At the European Circular Economy Stakeholder Conference on 10 April, I emphasized that circularity must be grounded in real economy and real people. I welcomed the renewed partnership with the European Commission to sustain this essential platform.

Furthermore, our presence at two informal EPSCO meetings – on Social Policy and Equality, on 14-16 April, in Warsaw – was another demonstration of how civil society contributes to shaping concrete EU action. At the Informal Meeting of Employment and Social Affairs Ministers, I presented the EESC’s views on digitalisation, integration of migrants and gender equality in the labour market — always highlighting the irreplaceable role of civil society in making policies socially sustainable.

At the following EPSCO Equality meeting, I brought forward EESC contributions on gender inequality in the digital sphere and the fight against disinformation targeting the Roma community.

Finally, on 29 April, we also hosted a timely debate at the EESC Plenary Session on Democracy and Digitalisation, examining how technology is reshaping democratic participation and highlighting the essential role of civil society in safeguarding rights, countering disinformation, and promoting inclusive, transparent digital governance.

Through each of these actions, my aim has been to ensure that civil society is not treated as a stakeholder among many, but as a strategic pillar of our Union — one that shapes, drives, and defends the values we all share.

As always, I am grateful for the work of the Liaison Group and all its members. Together, we will continue to make sure that organised civil society remains at the heart of Europe’s journey.

ACE: ‘Architects + Engineers: Partnership for Resilient Design’ in Luxembourg, 15 May 2025

For the first time, the Architects’ Council of Europe (ACE) is joining forces with the Order of Architects and Consulting Engineers in Luxembourg (OAI), the European Federation of Engineering Consultancy Associations (EFCA) and the European Council of Engineers Chambers (ECEC), to organise a common conference that will aim to: showcase how the architectural and engineering professions create resilient design, in line with the New European Bauhaus ambitions; explore challenges they face and innovative tools that can support their collaboration; highlight the specificities of the procurement of design services and make concrete recommendations for the revision of the EU Public Procurement Directive, so that it can best support high-quality design in Europe. EASPD: Conference on inclusive arts, sports and leisure! Gandia/Spain, 15-16 May 2025

On 15-16 May, the European Association of Service Providers for Persons with Disabilities (EASPD) is heading to Gandia, Spain, to discuss access to arts, culture, leisure and sports for people with disabilities. We will explore how a culture of inclusion must be created to implement Article 30 of the UN's Convention on the Rights of Persons with Disabilities, empowering people with disabilities to enjoy a fulfilling social life and connect with their community. We have organised 24 interactive workshops covering diverse topics, from inclusive rugby to accessible travel, to showcase how service providers and local communities can work together to ensure that participation in leisure and cultural life has no barriers. UIPI: Rethinking European Student Accommodation for a Mobile Generation, EESC, 20 May 2025

The future of student accommodation in Europe will take centre stage at the conference Rethinking European Student Accommodation for a Mobile Generation, set to take place on 20 May 2025 in Brussels at the EESC. EASPD: Collaborating for change: Supporting inclusive sport through journalism, 27 May 2025

The SIMS project is working to improve the visibility of inclusive sport by building connections between media professionals and organisations that champion diversity and equal opportunities. On 27 May, the project will host an event to explore the challenges of raising awareness around diversity in sport and inclusive sporting activities. The event will also look at ways in which organisations can collaborate with journalists to raise the profile of their work. Register here.

COFACE: Webinar on single-parent and one-parent families in North Macedonia, 2 June 2025

On 2 June, 9.30-11.00 CET, COFACE (Families Europe) will organise the next Breakfast Byte webinar, focusing this time on the work of Youth of Diverse Families (a COFACE member). Using a two-generation approach, the speaker will give an overview of single- and one-parent families in North Macedonia and highlight different campaigns and services they are developing to improve the legal framework and rights of youth from diverse families. We will also discuss the situation in other countries, namely by comparing the situation in North Macedonia with policies for single-parent families in Serbia and Bosnia and Herzegovina, and with responses from single-parent families in Hungary and Spain. AGE: Annual Conference: Intergenerational Solidarity in Europe, 17 June 2025

AGE Platform Europe will dedicate its annual conference to intergenerational solidarity in Europe. It will take place on 17 June 2025 from 09:30 to 13:00 (CET) and you can follow online. The conference will seek to contribute to the upcoming Intergenerational Fairness Strategy and discuss the common goals and issues that younger and older generations share and how intergenerational solidarity can be a way to combat ageism. EPD: The new European shield for democracy: How to make it work?

The recently announced European Democracy Shield (EDS) aims to strengthen information integrity in Europe by tackling issues such as disinformation and election interference. The EPD Network (European Partnership for Democracy) and a group of 49 organisations have joined efforts to outline priorities and recommendations for an effective EDS. Read more here.

LLLP: Discover the DETAS project’s resources on Erasmus+ traineeships

The DETAS project seeks to bridge the gap between young Europeans’ academic and professional lives. The project has published two useful resources: Managing Erasmus+ Traineeships: Employer Toolkit and the Insights into the Erasmus+ Traineeship Experience report, both aimed at helping employers, universities and policymakers improve access to and the quality and effectiveness of traineeship opportunities.

Eurochild: A Europe that protects every child: Aligning the EU’s policies and budget to eradicate child poverty

The EU Alliance for Investing in Children calls for a bold and integrated approach to end child poverty by fully implementing the European Child Guarantee and revising the EU Anti-Poverty Strategy to address structural causes. It urges the EU to prioritise child and family poverty in the European Pillar of Social Rights Action Plan and to ensure adequate, long-term funding through the Multiannual Financial Framework (MFF). The Alliance emphasises that ending child poverty is not only a moral duty but also an economic and social imperative for Europe’s stability and prosperity. EVBB VET House Now Open!

We’re excited to announce the opening of the EVBB VET House – our new European hub for innovation in Vocational Education and Training. Located in the heart of Brussels, the VET House will host collaborative events, strategic meetings and hands-on activities that bring together VET providers, policymakers and learners. The VET House is an initiative of the EVBB – the European Association of Institutes for Vocational Training, dedicated to advancing vocational education, lifelong learning and innovation through transnational cooperation and dialogue. CAE: Culture Action Now! – a call for EU leaders to prioritise culture

The campaign by Culture Action Europe (CAE) calls on EU leaders to prioritise culture in public policy. The campaign calls for at least 2% of the next EU Multiannual Financial Framework (MFF) to be allocated to creation of cultural content, a vital investment to strengthen Europe’s democracy, competitiveness, and security. It emphasises the need to ask artists to lead policy discussions, pay them fairly for their work and trust their expertise to drive innovation and deliver results. Read more here.

R.E.D.: Creating Dialogue Between Farmers and Citizens Across Borders

The Décloisonnons project, coordinated by FNCuma with Ruralité-Environnement-Développement (R.E.D.) and six other partners, has identified successful approaches to create links between farmers and citizens. Through transnational webinars with stakeholders from Southern, Mediterranean, and Northwestern European regions, R.E.D. drafted an upcoming e-book (available in English, French, Spanish and Italian) synthesising some relevant findings, published on 15 April 2025. Civil Society Week 2025 – A vibrant civil society hub

The EESC's Civil Society Week on Strengthening cohesion and participation in polarised societies (17-20 March) brought together more than 800 participants over 4 days, including EU policymakers, civil society representatives and young people from across Europe. Through 14 sessions, six of which were led by European networks of the EESC Liaison Group, we engaged in critical debates, exchanged best practices, and explored solutions to foster social cohesion and strengthen democratic engagement in a dynamic and collaborative atmosphere. This Week showcased the power, passion and creativity of civil society. Its outcomes are captured in a comprehensive set of actionable steps and key demands – the Next Steps for more Cohesive Societies. ECAS: State of the Union Citizens’ Rights 2025 Conference, 15 April 2025

The State of the Union Citizens’ Rights 2025 Conference, hosted by ECAS, was held on 15 April 2025, at the BIP Meeting Centre in Brussels. As ECAS’s flagship annual event, this conference brings together civil society, decision-makers and academics to discuss key EU citizenship issues. This year, the focus was on ensuring citizens’ rights to free movement and a just transition for all. Read more here. 

 

CEV Spring Volunteering Congress 1-3 April 2025

The keynote speakers at the Centre for European Volunteering (CEV) Spring Volunteering Congress were Hadja Lahbib, EU Commissioner for Equality; Preparedness and Crisis Management, Brendan Cox, co-founder of the Together Coalition, and Ariane Rodert, EESC member, Civil Society Organisations’ Group (Group III). The event was supported by the Polish Presidency of the Council of the European Union and co-funded by the city of Mechelen, the Flemish government, CEV, Erasmus+, and Citizens, Equality, Rights and Values Programme (CERV) grants. CEV and European Volunteering Capital Candidates Community (EVCCC) members and partners participated in the EVCCC seminar comprising the EVCCC network meeting and study visits to 25 organisations in the Mechelen area, the eQval Final Conference and the GIVE Seminar. ALDA: World Forum on Local Economic Development, 1 April 2025

On 1 April, ALDA took part in the World Forum on Local Economic Development session entitled ‘Citizen participation and co-governance in the design of policies and promotion of LED’. Here we presented the ‘living communities lab’ model (developed during the Up2You project) and the 3P4SSE project. While the living communities labs methodology has been framed as a participatory instrument to foster local development through community-led and context-based strategies, the 3P4SSE project has been modelled as a concrete example of a social and solidarity economy approach rooted in public-private partnerships as part of a multi-stakeholder approach to territorial development and multilevel governance.

This event, organised by the EESC's Permanent Group on Immigration and Integration, aims to explore policies, strategies and best practices for enhancing labour market integration of vulnerable migrants. By including perspectives from institutional stakeholders, think thanks, social partners and civil society organisations we will examine how to ensure that vulnerable groups of migrants can contribute meaningfully to the workforce while securing their dignified livelihoods. The role of civil society organisations in ensuring the health security of children and young people within the EU, Warsaw/Poland, 15 May 2025

The event will bring together Members of the EESC from the Civil Society Organisations' Group, representatives of Polish civil society organisations, representatives of EU Member States and practitioners and scientists dealing with the issues of child and youth development. The objective of the conference is to exchange experiences between representatives of organisations whose activities enhance the health security of children and youth. The conference will also raise awareness of the role played by civil society organisations operating in the child and youth environment among policymakers in the EU and Member States. Participants will also have the opportunity to discuss issues related to health threats and special health needs of the young generation. Read more here.

 

Online event: Simplifying the tax framework: Proposals from the civil society, 21 May 2025

The EESC considers it important to create a well-functioning, prosperity-enhancing tax system that works for people and businesses and that fosters competitiveness. The different and recent legislative acts have been adding layers of legislation to the existing taxation framework, at the hearing the EESC will look into ways to simplify the complex tax framework in the EU. Conference: Citizens can defeat disinformation - Lisbon 2025, Lisbon/Portugal, 22 May 2025

This conference in Lisbon is the fourth event on disinformation being hosted by the EESC as part of its ongoing project aiming to fight disinformation with the help of civil society. Since disinformation tends to spread horizontally, the EESC considers it crucial to engage the public directly in discussions and thinking on the matter. For this reason, we are organising events and information campaigns together with local partners in various countries. The event is open to the public and will be web-streamed in Portuguese and English. Read more here.

 

Conference: Delivering affordable energy in Europe, 11 June 2025

Energy poverty remains a major concern for European people. Recent legislation has attempted to protect vulnerable consumers from electricity disconnection. This year, the European Commission has issued an action plan for affordable energy as part the Clean Industrial Deal, which focuses on decreasing energy prices for citizens, businesses and communities across the EU. This plan proposes a series of measures to lower energy bills and fast-track cost-saving and reinforcing structural reforms for our energy system. Against this backdrop, the TEN Section will organise the fifth EESC Conference on energy affordability. Read more here.

Joint public hearing on the New Action Plan on the implementation of the European Pillar of Social Rights and the EU Anti-poverty Strategy, 16 April 2025

This joint public hearing was organised as part of preparations for two related opinions. Firstly, it gathered insights from organised civil society on progress with, and the challenges of, implementing the European Pillar of Social Rights (EPSR), and involved collecting proposals for the upcoming new EPSR Action Plan. Secondly, the hearing also discussed the forthcoming EU Anti-Poverty Strategy, including the role of the social partners and other civil society organisations in shaping policies and measures to combat poverty and social exclusion within the EPSR framework. Online public debate: The Road to the next Multiannual Financial Framework – What is important for organised civil society, 15 April 2025

The next multiannual EU Budget plan must give the Union the financial means it needs to fulfil its political priorities, including but not limited to those concerning decarbonisation, digitalisation, demographics, defence, research, migration, health, the European Pillar of Social Rights, cohesion and economic competitiveness. The EESC organised a high-level debate on the Road to the next Multiannual Financial Framework, putting the focus notably on what is important for organised civil society. Read more here.

Conference: Making Social Dialogue Work for Improved Quality of Life and Work in the Western Balkan Region, Tirana/Albania, 3 April 2025

The European Training Foundation (ETF), the European Foundation for the Improvement of Living and Working Conditions (Eurofound), and the European Economic and Social Committee (EESC) jointly organised an event on social dialogue in the Western Balkans. This initiative, led by the EESC President and the directors of the two agencies, focused on the quality of life and work, youth, and the exchange of experiences on social dialogue between the EU and the Western Balkans. EESC Plenary Session, 29-30 April 2025

The plenary session in April took place in in-person form.

Civil dialogue in the EU and European Citizens' Initiatives

Organisers of the 11th successful ECI meet Commission representatives

On 25 March, organisers of the Cohesion policy for the equality of the regions and sustainability of the regional cultures initiative met with Commission Executive Vice-President Raffaele Fitto to present their objectives in detail. This meeting is a key step in the examination process, and will be followed by a public hearing at the European Parliament (date to be confirmed). The Commission then has until 4 September 2025 to provide its official response to this valid initiative.

Event Recap: Spotlight on the European Citizens’ Initiative: Collaborating Across the EU

On 8 April 2025, the European Commission hosted the event Spotlight on the European Citizens’ Initiative: Collaborating Across the EU, focusing on how to raise more awareness about the initiative (ECI). Opened by Commissioner Maroš Šefčovič, who was joined in a high-level panel by the European Parliament Vice-President Katarina Barley, EESC President Oliver Röpke, and ECAS Executive Director Assya Kavrakova, the event brought together ECI Ambassadors, national contact points, current ECI organisers, and members of the EESC´s Ad hoc Group on the ECI. Participants shared best practices for communicating the ECI on the ground and exchanged further ideas to bring it closer to the general public.

European Commission: "Have Your Say"

As part of its "Better Regulation" agenda, the Commission is consulting a broad range of organisations, and the general public, with such outreach tools as "Have Your Say".
